VIDC likely to complete 25 irri projects in Vid by 2022

Nagpur: After repeatedly failing to fulfil its commitments regarding completion of projects, the Irrigation Development Corporation () once again assured the Nagpur bench of Bombay that it would complete all pending Vidarbha “at the earliest”.
It added that out of 45 projects, 13 have been completed in all respects, while 25 are “likely to be completed” from between January 2019 and June 2022.

In its on Wednesday, the VIDC listed out a host of reasons behind inordinate delay in completion of various irrigation projects, including Gosikhurd and Jigaon.

A division bench comprising Justice Ravi Deshpande and Justice Vinay Joshi then adjourned the hearing after Christmas vacations.

The affidavit was submitted in response to HC’s poser while hearing a new PIL (No 82/2018) by Loknayak Bapuji Aney Smarak Samiti (LBASS) convener Avinash Kale, through counsel Bharti Dabhadkar, regarding incomplete irrigation projects that led to spate of farmer suicides in Vidarbha over the years.

Filed by Nagpur Irrigation Circle superintending engineer JG Gawali, the affidavit mentioned that the VIDC introspected cause of delay in all non-complete projects by conducting discussions and forming committees. “All the feasible results/reports thereof are being implemented. The government and VIDC are very serious in completion of the remaining 25 ongoing projects at the earliest,” it said.

Explaining reasons behind the delay, VIDC mentioned that pace of construction of pending projects was hampered due to one or the other factors like strong opposition by the project affected persons (PAPs) and paucity of funds. Even failure to get environmental clearance led to delay, as it requires a minimum of two to three years.

“Due to change in the scope of projects like increase in irrigation potential or extension of canals or addition of lift irrigation scheme (LIS), the work got extended. Also, unavailability of construction material like sand, metal rubble and cement hampered the work.”

VIDC informed that Gosikhurd, Lower Wardha, Bawanthadi and Khadakpurna are included in the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) and are monitored by the ‘Union ministry of water resources, river development and Ganga rejuvenation’ along with ‘Central Water Commission (CWC)’. All these projects receive central assistance and remaining state’s share is arranged through loans under ‘long term irrigation funds’ from Nabard to expedite their completion. All of them are being regularly monitored in the chief minister Devendra Fadnavis war room.

Gosikhurd’s revised approval was sanctioned by the state at Rs18,494.57 crore on October 21, 2016. Out of that, works of Rs1,058 crore were assigned to National Building Construction Corporation (NBCC), a government of India’s undertaking.

Justifying the delay, VIDC said when the excavation material couldn’t be used for the construction due to quality consideration, its replacement needed to be procured from outside and the disposal of unutilized stuff is to be done. “Some are delayed due to various technicalities, like sanctioning revised administrative approval, opposition to land acquisition and rehabilitation, technical staff vacancy and also due to court litigations, which are beyond our control.”

In the list of VIDC’s 45 projects, two are having less than 100 hectares irrigation potential (IP) — Suratoli (30 Ha) in Gondia and Dhagabazar (51 Ha) in Nagpur. Goji project in Wardha having potential to irrigate 530 hectares was handed over to the water conservation department in October last year. Additional irrigation potential of 63,465 hectares and additional storage of 887.20 MMC is created on remaining 38 projects since December 2012.

The list also includes Mokhabardi, Ambhora and Nerla LIS and Gosikhurd’s right bank canal (RBC), which are components of Gosikhurd national project. Of them, Ambhora is commissioned and entire 11,195 hectares potential is created while the project was handed over to the management wing of irrigation.

The VIDC plans to complete Bawanthadi and Borghat-1 LIS by end of this month, while Khadakpurna in Buldhana, Satrapur LIS in Nagpur, and Yengalkheda in Gadchiroli would be completed by March 2019.
